DominicanToday.com - The civic movement Citizen Participation (PC) conducted two studies which show that more than 42 percent of Government agencies don’t conduct purchases and contracts correctly, as stipulated in Law 340-06.
The study revealed that among the agencies are the Government Works Supervisory Office, the ministries of Agriculture, Sports, Environment and Foreign Relations.
PC coordinator Santiago Sosa said among the agencies which abide by the legislation, albeit partially, are the Chamber of Deputies, the ministries of Justice and of Health.
He said the Supreme Court and the Government’s medicine distribution agency Promese-Cal are the entities which most abide by the Law.
Sosa said the study analyzed the Annual Purchases Plan, Suppliers Registry, Bidding Committees, as well as the publication on purchases and contracts in the Web sites of those agencies as well as that of Compras Dominicanas.
the evaluation found that 10 agencies which responded all almost they limit the publicity to present their purchases and hirings.
The study on Adherence to Law 340-06 revealed that of the10 selected agencies only seven have an Annual Purchases Plan, two have none, and one didn’t respond to the question.

“It’s evident that the results of the monitoring shows that the State has improved its Purchases and Contracts System substantially because there are tools to guarantee the system’s implementation and obtain the institutionalism, transparency and a good handling of public funds,” Sosa said
